WAT IS WEB 2.0?
3
Context : a paradigm shift … Web 1.0 Connecting information
Web 2.0 Connecting people
Read-only
Time-shifting
Informative
Place-shifting
Published content Silo mentality
Platform-dependent
Authority-shifting Convenience & Connectivity
Significant Web2.0 characteristics: User-centered design Rich user experience Collaboration Crowd-sourcing Dynamic content Power decentralisation Web as a platform Software as a service
Read-write
Participatory
User generated content Collaborative
Multi-channel
from Web1.0 to Web2.0 • A multitude of apps & tools o o o o o o
Information sharing Content co-creation and collaboration Online social networking Re-using/re-mixing and mashing-up Folksonomies and social tagging Location-based and geo-social services
• Most visited sites on the Web
o Social networks: Facebook, LinkedIn … o Web portals: Yahoo, MSN … o Search engines: Google, Live, Bing … o Dictionaries & encyclopedias: Wikipedia … o Blogging services: Blogspot, Wordpress … o Email and messaging: Twitter …
• Flexible use in multichannel environment (mobile apps) Example: swine-flu tracker http://flutracker.rhizalabs.com
… and beyond
• Web 3.0 = the portable personal web – semantic web => connecting knowledge • And beyond = the ubiquitous web ? => connecting intelligence
Moving from Gov1.0 … • Traditional life events model of eGovernment service delivery connected with the concept of one-stop-shopping web portals • Values
o Life events based taxonomy model is valid way of organizing government information and services according to presumed citizen & business logic o Packages information and services provided by multiple government agencies that are to co-operate (interoperate) for the seamless delivery of e-services (transactions)
• Shortcomings o o o o o
Based on Web1.0 top-down paradigm Focus on major but often infrequent events Support by sophisticated service provision? Lack of flexibility and personalised approach Not fitting with people’s actual needs, mindsets and patterns of Internet search behaviour
Need for new, complementary models taking advantage of Web2.0 context
… towards Gov2.0 The evolution from Gov1.0 to Gov2.0 is an evolution from a ‘monolithic’, top-down form of public service delivery towards a more collaborative, interactive, open and flexible way of providing services Dimension
Government 1.0
Government 2.0
Operating model
• Hierarchical • Rigid
• Networked • Collaborative • Flexible
New models of service delivery
• One-size-fits-all • Personalized • Monopoly • Choice-based • Single channel • Multi-channel
Performance-driven
• Input-oriented • Closed
• Outcome-driven • Transparent
Decision-making
• Spectator
• Participative
Applying Web2.0 concepts and tools …
• To enable and strengthen efficient and effective service delivery, user collaboration/participation and the creation of public value
… and opening up for collaborative governance
• To enable public-private complementarity in service provision (from silo to tao government) and the creation of added value
Implications for (e)Government • Paradigm shift from Gov 1.0 to Gov 2.0 Gov 1.0 Top-down, static approach (published content, read-only) Minimal social connectivity Platform-dependent service Life events-based collection of government services
Gov 2.0 Bottom-up, dynamic approach (user generated-content, read-write) Increased social connectivity Multi-channel service delivery Collaborative and participatory: user & third party involvement Transparency and accountability Efficient use of public information Streamlined internal operations
• Requirement = availability of public data and a more modular (‘atomic’) design of information and services to enable re-use & re-mix (mash-up) via online user & third party collaboration
Benefits for (e)Government • Web2.0 based eGovernment service apps
o Enable the embedding of government services in the mindsets and daily ways of doing things by today’s Internet users (= user proximity) o Enable people to use public services that meet the high expectations set by experiences with highly popular “private” Web 2.0 applications o Address key benefits users are looking for by creating interactive and transactional services that can be accessed in a convenient manner, help them to save time and provide flexibility, connectivity and control
• Benefits of Web2.0 & collaborative governance
o Improving the quality of service by facilitating a user-oriented/driven approach o Enhancing people’s engagement and community participation o Strengthening internal operations, knowledge management and interoperability o Improving government openness, transparency and accountability o Offering economic opportunities for private actors
Impact on communication patterns
• Web 2.0 as a service: sender still central
o Inform: web 1.0 with 2.0 tools: make information better accessible o Create awareness: convince people o Engage: stimulate people to act o Crisis communication: faster and more spread
• Web 2.0 as a way of communication – all users central o Interact: users generate information, idea’s, proposals,…: users cooperate o Participate: users are central actors and producers

Conclusies
